What the Regulations on Headlights and Front Optics say:

The vehicle reform manual, in point 2.1, for vehicles of category L, reads:

"ADDITIONAL INFORMATION

No reform, installation of work headlights, rotary or flashing of light signalling is specific to special or specific services of priority vehicles, special vehicles, as well as the uninstallation of additional long-range headlights, optional fog lights and any other non-compulsory devices, being noted by diligence."

How to Interpret Regulations:

According to the regulations, the replacement of the headlamp, with a headlamp of equal characteristics, but of different measures and dimensions, will be considered reform.

Thus, the change of lighting is also considered reform, the latter being interpreted as being a halogen or LED bulb headlight.

How to proceed:

A compliance report (issued by the vehicle manufacturer or by authorized laboratory) and a workshop certificate will be required for legalization in ITV.

In 93/92/EEC Installation of lighting devices, Annex IV (page 41 of 222). The sections of "road lights" and "crossing lights" indicate the points to be taken into account in terms of their installation. Among others we have:

- Height position: minimum 500 mm, maximum 1200 mm above ground
- Geometric Visibility: The main light must be visible from the front of the motorcycle without it interfering with navigation, nor reflected in rearview elements.

It is important to note that in order to legalise a lighthouse, it must have a European type-approval password but must also have the letters indicating its functions engraved (example: HCR or equivalent). It is very common to take old motorcycle headlights that, although they have the approval password, do not have the function engravings.

Attention: Many owners of modified bikes, take the easy path which is to hide the modification and install the standard part when introducing the to the Periodic Review of the ITV, and then proceed to change it again. We recommend that you legally approve all modifications made to your vehicles.
